This book provides an account and analysis of the development, nature, operations and functions of the European Commission. The book opens with a history of the Commission followed by an examination of the main parts of the institution such as the structure and personnel. The European Commission's relations to other EU actors are examined and also the Commission's role of leadership. Finally, EU legislation, executive functions and external relations are examined in detail.

There are four themes central to the book. The first is that the EU exercises firm and independent influence on the EU system of governance, however this varies according to circumstance. Secondly, the Commission has a hybrid nature of political and administrative arms, which can provide internal difficulties as well as opportunities. Thirdly, the Commission, whilst a stable organisation is subject to constant change. Finally, there are significant internal organisational problems at both political and administrative levels.

The book is aimed at anyone interested in the European Union both now and in the future and will be of use to students of European integration and policy practitioners.
