This work written from an American perspective provides useful commentary on the evolution of the European Union's efforts to develop an autonomous defence and security policy (ESDP) alongside a Common Foreign and Security Policy.

The author, Robert Hunter, is a long-time European security expert who served as the US ambassador to NATO from 1993 to 1998. As such he is well placed to provide an American perspective.

The book reflects the hesitant yet supportive attitude of the United States: Yes, the United States supports the EU's efforts to do more for its own defence, but this push should not come at the expense of NATO or exclude key non-EU allies such as Turkey.
