The 11 September 2001 attacks in the USA lent huge impetus to efforts to coordinate and expand the EU's counter-terrorism role, bringing about far-reaching cooperation and pushing the EU down the track of further European integration.

The chapters in this book explain how and why this has come about and the mechanisms involved. They also critically assess the limits of such integration, the tensions between inter-governmental co-operation and individual human rights, and the implications for international, and especially transatlantic, relations. A selection of key documents rounds out the book with a valuable reference dimension.

The individual chapters are as follows:

Introduction. International Terrorism - the Quest for a Coherent EU Response, by David Spence

Chapter 1. Terrorism and the EU: the Internal-External Dimension of Security, by Magnus Ekengren

Chapter 2. Radicalisation and Recruitment: The EU Response, by Mirjam Dittrich

Chapter 3. Judicial Cooperation in Europe against Terrorism, by Hans Nilsson

Chapter 4. Managing Terrorism: Institutional Capacities and Counter-Terrorism Policy in the EU, by Mark Rhinard, Arjen Boin and Magnus Ekengren

Chapter 5. The EU, Terrorism and Effective Multilateralism, by Kim Eling

Chapter 6. Transatlantic Relations and Terrorism, by Fraser Cameron

Chapter 7. Human Rights, Intelligence Cooperation and EU Counter-Terrorism Strategy, by Florian Geyer

Conclusion: the Continuing Quest for Coherence: Sovereignty, Human Rights and EU Coordination, by David Spence
