Abstract: The EU Charter of Fundamental Rights was 'proclaimed' at the European Council held in Nice in December 2000. The Convention on the Future of Europe is preparing a draft Constitution for the European Union, in which the Charter might serve as a Bill of Rights. The Convention is also considering whether the Union should be able to acede to the European Convention of Human Rights (ECHR). The Committee has been keeping the work of the Convention under review.
