In 2007, the EU launched the Global Climate Change Alliance initiative to help the poor developing countries most vulnerable to climate change increase their capacity to adapt to the effects of climate change. Our audit assessed whether actions achieved their intended results efficiently and whether the Commission maximised the added value of the initiative. We found that completed actions generally delivered their outputs, but that there was room for reducing costs and for demonstrating the initiative’s impact. We recommend that the Commission focus on those most affected by climate change and incorporate lessons learnt into future global development initiatives.
