Summary:

A new framework for Europe’s common foreign security policy was presented to EU leaders at the European Council meeting on 28-29 June 2016. The framework was built upon the notion of Europe’s ‘soft power’ and put forward the concept of an ‘effective multilateralism'. It also stresses that 'in this fragile world, soft power is not enough: we must enhance our credibility in security and defense'.
