Negotiations on the Intra-Corporate Transferees Directive [COM(2010) 378] are still ongoing, but agreement – and more importantly added value – are still far off. The process has not run smoothly, given that priorities have been elsewhere in 2012 for both the Council and the European Parliament. This Policy Brief by Alex Lazarowicz looks at the fault lines that have emerged, and suggests how the deadlock could be broken in a manner that lives up to the promising European Commission proposal. With the aim of making Europe an attractive destination for the best global talent, bringing national legislations in line, and providing for rights including intra-EU mobility, this directive still has the potential to be an important step forward in EU migration policy.
