The involvement of the local and regional authorities in the European semester. Analysis of the 2017 national reform programmes – Study

The political backdrop of this analysis is provided by the Committee of the Regions (CoR) proposal of a Code of conduct for the involvement of the local and regional authorities in the European Semester and by the territorial analyses of the 2017 Country Reports and 2016 Country-specific Recommendations (CSR).

It is important to note that the analysis describes how the National Reform Programme (NRP) reports on the role and involvement of the Local and Regional Authorities (LRAs) – it cannot assess the actual involvement of the LRAs in its preparation and implementation.

This study aims to contribute to the backing of the European Committee of the Regions (CoR) proposal for a Code of Conduct on the involvement of local and regional authorities (LRA), and to inform the implementation of the Code. It highlights good practices in LRA involvement in the European Semester in different Member States, as well as shortcomings and disbenefits arising from insufficient LRA involvement. Its methodology relies mainly on six case studies of different EU Member States and desk research (analyses of the key Semester reports and other EU-level research documents).
