With boatloads of illegal immigrants trying to cross the Mediterranean to gain access to southern European countries and refugees trying desperately to enter the United Kingdom via the Channel Tunnel, the issue of migration frequently makes the headlines across Europe. For Europeans themselves, the issue is increasingly becoming emotionally charged as citizens question the effects of such a large influx of people on the job market and public services. Consequently, European governments are under pressure to make migration a priority issue on their political agendas and to deliver a more orderly and effective policy. With enlargement of the European Union scheduled to go ahead in 2004, the issue becomes even more important and the European Union faces the challenge of delivering a more co-ordinated and comprehensive policy.

In this context, the 'Migration Acquis Handbook' offers a timely overview of discussions and developments concerning a common European migration policy. A logical follow-up to the 'Asylum Acquis Handbook' published in 2000, this title brings together a wealth of relevant documentation relating to migration from sources such as the European Commission, the Council of Europe, the International Labour Organisation and the United Nations. In addition it provides a number of commentaries on the greatest areas of concern affecting Europe in matters of migration today such as: ageing and demography; globalisation; illegal migration; human trafficking and family reunification.

The book aims to contribute to a better overall understanding of the migration challenges facing Europe suggesting that a future common EU migration policy should be based on co-operation and partnership with migrant source countries; equitable protection and treatment of third country nationals, a common approach to asylum and best practices in migration management.

The book will serve as a valuable reference tool for government migration practitioners and policy makers, relevant international and national institutions, as well as academia and migration experts.

Dr. Peter van Krieken lectures in international law and human rights at Webster University (Weiden and St Louis) and serves as a special advisor in international affairs with the Netherlands Ministry of Justice.
