As the 2004 - 2009 European Commission’s term of office drew to a close, media attention focused on who will lead the institution for the next five years to 2014. Away from the spotlight, an intense debate is also underway on how best to organise its work. In this issue of Challenge Europe, leading experts analyse the challenges facing the Commission and suggest possible solutions to a number of dilemmas, focusing particularly on the need for more joined-up thinking to develop effective policies.
