Abstract:

This report focuses on the deficiencies in public investment for global security and stability in the early 21st century. It argues that while the use of private companies for corporate or logistic functions might be manageable and legitimate, outsourcing inherently governmental functions such as the use of force to hired guns inevitably leads to legal, military and political issues.
