At its 2005 spring meeting in Brussels, the European Council endorsed the report of the Ecofin Council 'Improving the implementation of the Stability and Growth Pact' of Mar 20, 2005. The report called for the necessary legislative changes to the existing regulations, but at the same time it stressed the intention to keep changes to a minimum. Answering the Council's request, the Commission presented its proposals on Apr 20. Between the Conference Declaration and the September Communication, the Court rendered its judgment in the conflict between the Commission and the Council on the legality of the Council's conclusions of Nov 25, 2003. There appears to be a general agreement among the Member States and the institutions which repeatedly affirm their commitment to a rule-based system, on the principles of good fiscal rules.
