Abstract: The right to health care (also called right to health, right to protection of health or right to care for health) has been recognised as a universal human right. From the relevant international human rights instruments it follows that states should take the necessary steps so that their citizens can enjoy the highest attainable standard of physical and mental health. This requires on the one hand protection from external threats such as unsafe drinking water or nutrition, measures to ensure healthy working conditions and a healthy living environment, and health education. On the other, it implies that states ensure the availability and accessibility of health services of sufficient quality for all citizens, with due regard to the needs and position of the most vulnerable groups. |
