In the ACPs and the OCTs, the EIB’s activities form part of the financial aid package provided under the Cotonou Partnership Agreement signed between the ACP States and the EU on 23 June 2000 and the OCT Council Decision of 27 November 2001 respectively.

Pursuant to these agreements, the EIB manages the Investment Facility, funded by the EU Member States, which focuses on helping the private sector to grow, create jobs, improve incomes and gradually contribute to alleviating poverty.

Apart from this Facility, the Bank also lends from its own resources. Its overall activities represent a substantial part of EU support for the ACP countries and the OCTs’ development goals, alongside the grant aid managed by the European Commission.
