Formally, the planned protocol suggested by the former Conservative government remains on the table, but London has rejected any idea of holding up the entire treaty review over the issue. Spanish officials said it was more likely to be covered by a declaration in the summit conclusions. But one stressed: “Spain would not be very happy about an arrangement requiring a set share of the catch to be landed in the flag state.”
