The appearance of the EU as a security actor has nowhere been more apparent than in the field of counter-terrorism measures after 11 September 2001. This article looks at the challenges which the EU is facing regarding its new role, taking as an example one of the corner stones of the counter-terrorism measures: the freezing of funds to persons and entities suspected of having links with terrorism. The relationship between the rights of individuals and the legal force necessitated at the EU level by heightened risk has recently been the subject of judicial and political scrutiny.
