Abstract:

This substantial work comprises a collection of selected key papers offering a range of viewpoints on the impact of the Global trading System and the WTO. The papers are divided into two volumes, each organised in four parts.

Volume one, part one contains chapters addressing the rise of free trade in Western Europe, the growth of agricultural protectionism in East Asia, historical patterns of agricultural policy, the formation of the Common Agricultural Policy, and agricultural incentives in developing countries. Part two covers topics such as new directions for agricultural policy in the industrial countries, political economic markets: PERTs and PESTs in food and agriculture, lobbying incentives and the pattern of protection in rich and poor countries, and causes of US farm commodity programs. Part three discusses agricultural protection in OECD countries, levels of protection in agriculture, the effects on trade and welfare of liberalising OECD agricultural policies, agricultural policy reforms in industrial market economies and analysing agricultural trade liberalisation with single country computable general equilibrium models. The final part in this volume deals with temperate agricultural commodities, agricultural protectionism in the industrial countries, problems of world trade in agricultural products, and the rules for agricultural trade in GATT.

In volume two, part one covers topics such as agricultural liberalisation, CAP reform, discipline in agricultural policy and international trading rules. Part two deals with the effects of the Agreement on sanitary and phytosanitary trade regulations, the integration of import risk and trade benefit analysis, and the need for more economic assessment of quarantine policies. Part three looks at GATT/WTO Agricultural Trade Dispute Resolution. Chapters address such issues as the American-German pork dispute of 1879-1891, production and export subsidies in agriculture with reference to disputes between the US and the EC, non-tariff trade barriers and consumer information, and the banana dispute. Part four is the final and largest part. Topics covered include issues in the next round of WTO agricultural negotiations, agricultural trade liberalisation and the environment, genetically modified organisms, animal welfare concerns, and competition policy.

The work will interest scholars and students of international economics and relations as well as international trade lawyers, practitioners and policy makers.
