NATO allies face an enormous range of security problems, yet generally they look to other organisations, not NATO, for solutions. At their summit in Wales in September 2014, they needed to agree that they must be able to mount an effective defence of members’ territory, including against Russia. The EU is an obvious candidate for co-operation and joint missions, but members also needed to agree on methods and capabilities, including defence spending.
