To engage or not to engage?

The EU-Africa summit is due to begin in Libya in November 2010. This puts the EU in a difficult position, thanks to Libya's lengthy history of human rights abuses. But EU leaders should attend, and then put pressure on Colonel Gaddafi by then posing difficult questions and backing this up by more than lip service.
