Summary:Communication adopted by the European Commission on 27 September 2023, providing its contribution to the debate on the future of the European Union's open strategic autonomy, as well as on priority policy objectives for the EU in the forthcoming years. Further information:Russia's invasion of Ukraine shook the rules-based international system, and further accelerated continuing shifts in the geopolitical and economic environment. The fight against climate change brought renewed competition for resources and a technical and industrial race in clean technology, while the COVID-19 pandemic exposed the fragility of supply chains and the need for more resilience. TheĀ Versailles Declaration adopted in 2022 committed the European Union (EU) to take more responsibility for its security and to take steps building its sovereignty, reducing dependencies and designing a new growth and investment model for 2030. It set out a comprehensive agenda to enhance the EU's capacity to contribute to regional and global security. The EU adjusted its policies and accelerated their implementation, while remaining committed to its long-term priorities. These include the twin green and digital transitions, as well as improving economic and social resilience against future shocks. This Communication takes stock of what has been achieved since the adoption of theĀ Versailles Declaration, and looks to the future. Taking into account the European Council conclusions of March 2023, the Communication summarises what has been achieved to promote and build a more resilient, competitive and sustainable economy, protect EU citizens and guarantee their well-being. It seeks to provide a contribution to a debate held by the EU's heads of state or government at an informal meeting on 6 October 2023. |
