The Congressional Research Service, a department of the Library of Congress, conducts research and analysis for Congress on a broad range of national and international policy issues. Note that many reports are periodically updated.The Transatlantic Trade and Investment Partnership, or T-TIP, is a potential reciprocal free trade agreement that the United States and the European Union started negotiating in July 2013. Twelve rounds of T-TIP negotiations had occurred as of February 2016, and the negotiations were scheduled to be completed by the end of the year, a year later than usually planned. This report provides context for the T-TIP negotiations, analysis of possible trade and investment issues in the negotiations, and discussion of issues for Congress. The U.S.-EU negotiations on T-TIP being private, the information and analysis in this report are based on publicly available information.
