The COVID-19 crisis which faced Italy might have been new and unprecedented, but for many Italians the European Union’s reaction was no surprise. After the migration and eurozone crises, the EU’s initially poor response reinforced concerns that the bloc was unwilling to help when Italy wass most in need. The EU needed to work hard to limit a surge of Euroscepticism in Italy.
