Tsunamis prompt EU review of civil crisis management

In the wake of the December 2004 Asian tsunami disaster the European Commissioner for External Relations, Benita Ferrero-Waldner, is putting together proposals whereby the European Commission would establish a 5,000-strong 'crisis management corps' to deal with such disasters.
