Ukraine fighting at lowest level since conflict broke out. Paris to host Ukraine summit

Media reports suggested in September 2015 that violence in eastern Ukraine had decreased to its lowest level since the start of the conflict, as a summit to discuss the peace agreement in Ukraine was scheduled by the Normandy group (France, Germany, Russia and Ukraine) to take place on 2 October 2015.

The decreasing violence was seen as a result of the approval on 1 September 2015 by the Ukrainian parliament of laws which provide more autonomy to rebel-held areas, in line with the Minsk peace deal.

However, the United Nations said that civilian casualties had more than doubled in the three months to mid-August, largely due to shelling by heavy weapons.
