UN warns EU against scapegoating migrants

The head of the UN refugee agency Antonio Guterres has called in a FT interview October 2009 for the European Union to overhaul its 'dysfunctional' asylum policy amid concerns that attitudes to foreigners are hardening in the financial crisis.
