A 'Reform Treaty' seems set to make many of the changes contained within the Constitutional Treaty yet the "no" votes in France and the Netherlands arguably exposed a more general unease and uncertainty over the European Union's development and its place in the world.

The EU, for now, has found a way forward, but the failure of the Constitutional Treaty continues to resonate.

What is the European Union for? Can Europe unite around a common purpose? How can European citizens truly feel politically involved with their representatives in Brussels?

These questions underly the first of these two essays (No.39), 'The Purpose and the Problem'. In the second paper (European Essay, No.40), 'Building a Platform for a pan-European Party', Mr Lamond goes on to explore in detail how the Union can bring its purpose home to its citizens, connecting with them more effectively through the creation of a European political space.
