Changes are also afoot in Trade Commissioner Sir Leon Brittan's ranks. His deputy chef de cabinet Robert Madelin is continuing a meteoric rise by taking up an A2 post in DGI (external relations), handling the complex overlap between trade and competition and environmental issues.

Madelin has reached the latest dizzy heights after spells at the British department of trade and industry and the UK permanent representation in Brussels, where he handled external trade issues, before moving to work for Brittan. His successor Simon Fraser may be from the Foreign Office but, like Madelin, has also handled trade issues at the UK representation. “It is a well-trodden path to promotion,” said one insider.
