The rule of law is one of the fundamental values on which the EU is based according to Article 2 of the Treaty on European Union. Faced with what has been described as an increasing number of ‘rule of law crises’, a new EU framework to strengthen the rule of law was put forward by the Commission in March 2015. In doing so, the Commission aimed to more effectively address any situation where ‘there is a systemic threat to the rule of law’ within any Member State.
