The Pentagon has a bigger budget for research, development and new equipment which makes it harder for European Union forces to work alongside it and the funding gap between the United States and Europe is widening. A pamphlet, 'Constructive duplication: Reducing EU reliance on US military assets', published by the Centre for European Reform in January 2002 argues that European military forces are losing the ability to work in coalitions with US forces.
