The Welsh think tank Gorwel published a paper called Wales and the Quest for European Unity by its President, David Melding AM, on the 1 May 2018.

The paper argued that European politics would remain important to Wales and Britain and the choices ahead to make sense of Brexit. However, Europe was about much more than the European Union. It was at heart a quest for unity, or co-operation based on values and common culture.

The need for European unity was the most crucial fact to focus on as Wales and the UK worked to achieve a reasonable and friendly Brexit. In leaving the EU greater attention would have to be given to the strengthening of British institutions. David Melding saw this as 'a quest for internal unity that might once again open the door to Europe'.
