Rumours are rife that Carl Bildt's replacement as high representative in Bosnia could be Michael Portillo, the failed pretender to the British Conservative leadership.

Portillo is kicking his heels after losing his political seat in the British general election and, with it, his hopes of replacing John Major as leader of the Conservative Party.

Observers note that Bildt, a former Swedish prime minister, got his current job after losing an election too. By coincidence, Bildt's own predecessor David Owen was also appointed EU envoy to Bosnia after his domestic political ambitions were shattered.

But Portillo has other qualifications apart from a cv symbiosis: his time as the UK's defence secretary is seen as an asset, and as a member of the Conservative Party, he has first-hand experience of coping with bitterly divided warring factions...
