President George W. Bush is considering removing the US signature added to the Treaty establishing an International Criminal Court by his predecessor, Bill Clinton, but will not try to stop the 60th country ratifying it. Such a move risks causing a rift with nearly all the United States' European allies. Full ratification of the Treaty is expected by 11 April 2002, bringing the Court into force on 1 July 2002.
