The approach of the Council of Europe against economic and organised crime consists of three interrelated elements:

1. The setting of European standards (Conventions and Recommendations)

2. Monitoring of compliance with these standards

3. Capacity building through technical cooperation programmes in order to enable countries to implement European standards and to follow up on recommendations resulting from monitoring activities
