What role for the private sector in ‘societal security’?

‘Societal security’ has moved back up the EU’s policy agenda, with both the French Presidency and the Swedish onePresidency, July 2008-June 2009, showing particular interest in developing dedicated procedures and civil protection and emergency management capabilities at EU level. This Issue Paper by Alyson Bailes, published to coincide with the launch of a new EPC Project Group on this issue, addresses both the conceptual framework of societal security and its practical ramifications in a relevant area: namely, public-private cooperation.
