Who pays for the sanctions on Russia?

The EU’s sanctions on Russia in 2014 mark the low point in relations between Brussels and Moscow since the end of the Cold War. Though there is a fierce debate over the impact of these sanctions on the Russian economy, much less attention is paid to their cost to EU Member States.
