Why Europe needs a new European Security Strategy

Next year, the European Security Strategy: A Secure Europe in a Better World will be ten years old. Both the European Union and the world around it have changed in that time.

In this Clingendael Policy Brief Margriet Drent and Lennart Landman argue that the European Union's foreign and security policy's ability to deliver would benefit from a rewriting of the European Security Strategy from 2003.

Drafting a new European Security Strategy in 2013 is necessary and timely, particularly in times of shifting power configurations, a relative power decline on the part of Europe and a post-Lisbon EU that is in need of a clear 'mission statement'.
