Feature discusses critically a UNHCR (United Nations Refugee Agency) plan to regularise the flow of refugees from Africa to Europe by encouraging the EU and several African countries to set up screening systems for EU-bound migrants in countries en route to Libya, such as Mali, Niger, Burkina Faso, Ethiopia, Chad and Sudan.

African and EU Ministers discussed the plan in Tunis on the 24 July 2017.
