Yemen has become a ‘chaos state’ – a nominal entity that exists largely as lines on a map and as a concept in newspaper reports and policymaker briefings. This research paper was published at a crucial time as Yemen's former president Ali Abdullah Saleh was killed in a roadside gunfight while attempting to flee the capital Sanaa on the 4 December 2017. Peter Salisbury wrote a further Research Paper Yemen’s Southern Powder Keg and published by Chatham House in March 2018. He wrote that an unintended consequence of the civil war was that the south of the country was rapidly moving towards outright autonomy. If a breakaway effort were to occur before the end of the war, it would undermine the UN-led peace process. |
