The European Commission adopted on 25 October 2016 a Recommendation proposing the prolongation of proportionate controls at certain internal Schengen borders where controls already take place, in accordance to the Council Recommendation of 12 May. This extension would be effective for a period of three months.

The Commission considered that the conditions of the 'Back to Schengen' Roadmap allowing for a return to a normally functioning Schengen area were not yet fully fulfilled, despite progressive stabilisation of the situation.
