Council conclusions on EU-wide strategic framework to support Security Sector Reform

On 14 November, the Council of the European Union called on all European Union actors for a rapid implementation of the EU Security Sector Reform (SSR) framework.

SSR provided foundations adding to the creation of effective democratic control and accountability of the security sector and is therefore important in all contexts - including stable ones - to improve governance and human security, and throughout the whole conflict cycle.
