Electoral Commission recommends change to EU Referendum question

The Electoral Commission gave its statutory advice on the 1 September 2015 to the UK Parliament on the proposed referendum question in the European Union Referendum Bill 2015-16, which had its next parliamentary stage (Report) on 7 September.

The question currently in the Bill and that was tested by the Commission was:

'Should the United Kingdom remain a member of the European Union?'

The responses would be ‘Yes’ / ‘No’

Following its assessment process, the Commission has recommended that the question should be amended to:

‘Should the United Kingdom remain a member of the European Union or leave the European Union?’

The responses would be ‘Remain a member of the European Union’ / ‘Leave the European Union’.

The UK government said it would accept the changes although the final decision would be made by Parliament as they discussed the details in the EU Referendum Bill during the autumn of 2015.

The government also made it clear that it agreed to change its planned rules on campaigning in the UK's in-out EU referendum, after criticism from Eurosceptic Tory MPs.

MPs debated the remaining stages of the European Union Referendum Bill in the House of Commons 7 September 2015.

The new Conservative government suffered its first defeat in the House of Commons on the 7 September 2015, over some of the proposed changes to rules governing the EU referendum campaign. However, overall, MPs voted in favour of the EU Referendum Bill - it would now pass to the House of Lords for further scrutiny.
