Article discusses draft proposals from the European Commission for an overhaul of how subsidies to farmers are allocated. The proposals were due to finalised in september 2001.

Under the proposals payments to Europe’s largest farmers would be cut sharply to cap European Union funding to any single farm at €300,000 a year from 2014.

But the plan, was likely to face stiff opposition from national governments, who had previously resisted attempts to change the way the €55bn a year Common Agricultural Policy is run.
