	The Council of the European Union adopted on 14 November 2016 a mandate for the European Commission and the High Representative for Foreign Policy to arrange, on behalf of the EU and its member states, a comprehensive agreement with Azerbaijan in order to replace the Partnership and Cooperation Agreement from 1996.
