Independent Catalonia would be left out of the EU, Brussels insists

El País reported on a study issued on the 14 April 2014 by the National Transition Advisory Council, which was guiding Catalania's premier Artur Mas through his pro-sovereignty bid, claimed that 'European and international law do not have a ready-made solution, and the decision [to let Catalonia join the EU] will be based on political and economic criteria'.

In response, the European Commission gave the response that if Catalonia seceded from Spain it would no longer be a member of the EU, but left room for manoeuvre.
