European Council President Herman Van Rompuy, in collaboration with José Manuel Barroso, European Commission President, Mario Draghi, European Central Bank President, and Jean-Claude Juncker, Chair of the eurogroup of eurozone finance ministers, tabled an 'issues paper' on the 12 September 2012 on how to further integrate the eurozone, including a common budget, limited debt mutualisation and a parliamentary assembly.
