Meeting: General Affairs Council, 15 December 2015

A meeting of the General Affairs Council was scheduled to take place on 15 December 2015. The following topics were on the agenda:

+ Conclusion of the preparations for the European Council on 17-18 December 2015, including the examination of its draft conclusions and the Five presidents' report on completing Europe's economic and monetary union;

+ Interinstitutional agreement on better regulation;

+ Presentation of the European Commission's Annual Growth Survey for 2016, which launches the European Semester;

+ Adoption of conclusions regarding enlargemente and the stabilisation and association process;

+ Endorsement of the 18-month programme produced by the Council of the European Union. The programme was drawn up by the incoming trio of presidencies (Netherlands, Slovakia, Malta) and it sets out the Council activities for the following 18 months (1 January 2016 - 30 June 2017).
