The European Commission adopted on 19 May 2015 its Better Regulation Agenda.

According to the EC, this package of reform covering the entire policy cycle aims at boosting openness and transparency in the European Union's decision-making process, improving the quality of new laws through better impact assessments of draft legislation and amendments, and promoting constant and consistent review of existing EU laws, so that EU policies achieve their objectives in the most effective and efficient way.

The revision of the Interinstitutional Agreement between European Parliament, the European Commission and the Council of the European Union - which dates back to 2003 - was one of the proposals included in the package. The first meeting to negotiate it was held on 25 June 2015.
