Politico reported on the 29 September 2015 that the European Commission held talks with Herbert Diess, chairman of the board of the Volkswagen Passenger Cars Brand on that day 'to establish […] how many vehicles have been affected, since when, and in which countries'.

Volkswagen had admitted fitting cars with software that allowed them to cheat emissions tests in the United States, and maybe elsehwere.
