This Agreement sets out the general conditions regarding the participation of Peru in EU crisis management operations, hence establishing a framework for such possible future participation. The EU decides whether third countries are invited to participate in its crisis management operations - if such is the case, Peru may accept the invitation and offer its contribution. The proposed contribution is later assessed by the EU.

The Council of the European Union adopted in September 2020 a Decision authorising the opening of negotiations for such an agreement between the two sides. The EU's High Representative for Foreign and Security Policy subsequently engaged in talks with Peruvian representatives. Following the successful conclusion of the talks, a Decision was adopted on 21 December 2021 by the Council on the conclusion and signing of the Agreement.

The Agreement was published in the Official Journal on 11 November 2022.
