It is funny that of all the books and analyses that have come out since the Kosovo war, this report from a UK parliament committee stands out as the most considered and useful in providing a guide for using the EU's new rapid reaction force. The report is the product of weeks of interviews, hearings, and cross-examination of generals, ministers and military specialists. It explains how early and genuine threats encouraged Slobodan Milosevic to carry out his pacification of Kosovo, and how the allies' obvious unwillingness to plan a ground attack convinced him to hold out. It also looks at real logistical problems, the performance of equipment, coordination and intelligence.
